INTERNATIONAL DAY OF DISABLED PERSONS
DECEMBER 3, 2006 AT HUN SEN PARK
International Day of Disabled Persons was held on December 3, 2006 at Samdach Hun Sen Park. The event was graciously presided over by H.E. Sok An, Deputy Prime Minister, and Minster of the Council of Ministers, representing Samdach Prime Minister Hun Sen. The main objectives of the event were to promote public awareness on disability issues, to encourage equal opportunities and full participation of people with disabilities in all socio-economic activities at all levels.
More than 3000 disabled persons marched from the Cambodiana Hotel down to the Samdach Hun Sen Park. The marchers held banners, and slogans, demanding respect and rights for people with disabilities. "Look at their ability, rather than their disability", one banner read. "Disability is not funny nor a joke", another banner stated. The parade continued to the platform, at which the guests of honor were present. Attached to the tents where the participants stayed, there were 28 stands where disability organizations displayed their products, made by disabled persons. After 9 am, Deputy Prime Minister Sok An, along with government officials, and officers, visited the Expo Booths where the products were displayed. "Are these wheelchairs made by people with disabilities?" he asked a woman from Cambodia Trust who showed him their products.The Royal Government of Cambodia has always encouraged integrating people with disabilities in all development sectors without discrimination. Based on BIWAKO framework 2002-2012, people with disabilities will be fully integrated in the mainstream society without discrimination. Also, the ASIA-Pacific Declaration, of which Cambodia is one of those signatories, states that all signatory countries agree to promote, guarantee, and integrate people with disabilities in the mainstream society equally by the year 2012. H.E. Sok An said "the Royal Government of Cambodia, through the Ministry of Social Affairs, Veterans, and Youth Rehabilitation, has encouraged, empowered, and built the capacity of people with disabilities. Therefore, they can subsequently compete equally in the free market, as others". "The government insists on private sector business establishments and NGOs to provide more jobs for people with disabilities, thus, to enable them to make their living independently", he added. In the meantime, the self-help groups for people with disabilities should be established to share experience, and help each other. "Some issues and concerns cannot be solved by individual disabled people, but groups can do so more effectively", H.E. Deputy Prime Minister stressed.H.E. Ith Sam Heng, Minster of MoSVY, said Samdach Prime Minister Hun Sen has contributed100,000$ every year to rehabilitation sectors all over the country since 2005. "This can inspire the sectors to be ably strengthened, and effectively promoted", he added. In recognition of the demand of people with disabilities, the law on people with disabilities has been drafted to protect, promote, and guarantee the rights of people with disabilities. H.E. Ith Sam Heng said that the draft legislation on people with disabilities had been drafted with significant support of disability organizations. "The draft legislation was sent to the Council of Ministers for revision before it is sent to the National Assembly for debate", he added. He said "the legislation is in the procedural process of being studied by the Council of Ministers' Jurist Office". More than 3000 participants attended the event, including disabled persons, press practitioners, Deputy Prime Minister, Senior Ministers, Ministers, high ranking officials, and officers, amongst others. The program started by 7 am and lasted until 8 pm. All of the participants, and public visitors enjoyed a wonderful disabled persons' Exposition, plus entertainment, performed and interpreted by disabled persons.The IDDP event was jointly organized by the Ministry of Social Affairs, Veterans, Youth Rehabilitation, and Cambodia Disabled People's Organization [CDPO], and Disability Action Council [DAC] with the support of 28 organizations who work on disability sectors. Of these are ADD, UNICEF, HIB, UNESCO, CMACC, SCN, CIOMAL, DAC, JSC, WVC, MARYNOL, HARGA, NCDP, AARWCD, KAVTV, RTC Cambodia, CDILO, VI, WRF, RCC, ICC, TPO, CT, LWF, and ABC amongst others. |
