3-Year Planning Framework

The Link between Funding and Planning

The founders of the Disability Action Council Secretariat felt that it was imperative to secure long-term funding. Without financial stability, the Secretariat would find it very hard to conduct long-term planning for the future. If fundraising had to be conducted on an annual basis, the energies of the staff would also be diverted from their prime function of coordinating and initiating services for people with disabilities in Cambodia (see explanation of the Secretariat's role and functions).

The First Phase

The DAC Secretariat received core funding from the Leahy War Victims Fund through USAID for an initial three-year period, from September 1998 until August 2001. A 3-Year Planning Framework was prepared for this first phase of funding. A copy of this document may be downloaded from the publications section of this website.

The Second Phase

As of May 2001, a second 3-Year Planning Framework is being prepared for the next phase of the DAC Secretariat's operations. When this document is finalised, a summary will be provided on this website. Watch this space!
