Disability Action Council Secretariat

The Difference between the DAC, and the DAC Secretariat

The Disability Action Council is the entire grouping of organisations affiliated to the DAC who participate in its working groups and committees. (Find out more detail on the home page of this site.)

The Disability Action Council Secretariat is a permanent body which provides administerial and technical support services to the Executive Board; Advisory, Technical and Specialised Committees; and Working Groups (see organisation chart).

Composition and Funding

DAC staff and volunteers

The Secretariat is headed by an Executive Director appointed by the DAC Executive Board. A part-time expatriate advisor provides support to the Executive Director. Most Secretariat staff are Cambodian, selected entirely on merit. A small number of expatriate volunteers provide support in specialised areas. The number of expatriate staff and consultants is consciously minimised to free up funds to employ Cambodians and build up their capacity.

The Secretariat has officially been functioning since September 1998. It operates under a 3-Year Planning Framework (First Phase: 1 September 1998 - 31 August 2001) with major funding from the USAID / Leahy War Victims Fund. Additional funding has been received from a number of other sources.

Role and Functions

The Secretariat plays an important role in coordinating and initiating programmes and services, and facilitating, negotiating and networking between affiliated agencies.

The main functions of the Secretariat include:
To prepare and update a National Plan of Action based on the UN Standard Rules for Equalisation of Opportunities for Disabled Persons document and the ESCAP Decade for Disabled Persons Proclamation on the Rights of Disabled Persons.
To establish and advise on development priorities and targets and the selection of projects, in collaboration with the committees, sub-committees and working groups of the DAC.
To liaise with ministries, NGOs and donor agencies concerned with disabilities.
