DAC Function

DAC comprises representatives from government, national and international organizations as well as organizations of disabled persons. The DAC-Secretariat services theses organizations as well as working on service delivery issues for training to disability. The Secretariat conducted a review of its role and activity in 2005, this resulted in the production of the 2005-2007 strategic plan and more recently of a series of Action Plans. In addition a staffing review was conducted, which resulted in a number of new senior appointment being made-in particulate that of a new Finance manager and a new Executive. A number of posts have yet to be filled for economic reasons although a new post of Program and Partnership/Communication Manager will be filled in the near future.

Vision

Individuals and society understand that people with disabilities have equal rights and obligations to those of all citizens of Cambodia. People with disabilities have equal opportunities to participate fully in society, free from physical, social and economic barriers.

Mission

Mission Statement of DAC sets out what it will do to address that Vision: DAC promotes, coordinates and strengthens the capacity of its affiliated members to initiate and secure the rights and services necessary for people with disabilities.

MAIN FUNCTIONS OF THE DAC SECRETARIAT

  • Overseeing the preparation, monitoring and evaluation of the National Plan of Action.
  • Facilitating and supporting the work of DAC Committees and Working Groups established to prepare and implement the National Plan.
  • Advising on development priorities, targets and the selection of projects
  • Building up the capacity of DAC members and government agencies to deal with issues of disability.
  • Facilitating the inclusion of consideration of the needs of people with disability in the planning cycles of government ministries, civil society and donor agencies, and
  • Liaising with relevant ministries, institutions, NGOs, International Organization and donor agencies with a view to coordinating activities and providing technical guidance and direction as necessary.
