Vision, Mission, Roles

The DAC's Vision

Individuals and society recognise that people with disabilities have rights and obligations equal to all citizens in Cambodia. They are given equal opportunities to participate in society, based on their abilities, enabling them to lead a life free from discrimination.

The DAC's Mission

To initiate, secure and coordinate through participatory practices the services necessary for people with disabilities, and to enable them to enjoy the same rights and obligations, opportunities, and quality of life, as others in society.

The DAC's Roles

  • Coordinate programmes as part of a sustainable national strategy.
  • Minimise overlapping services and ensure equitable geographical distribution.
  • Provide an ongoing forum where debate can take place and consensus can be reached on how to achieve the evolution of the disability and rehabilitation sector.
  • Facilitate sharing of best practices among stakeholders.
  • Identify service gaps and needs and provide appropriate recommendations for the whole sector.
  • Build up national capacity and promote ownership and participation.
  • Facilitate incorporation of disabled needs into the planning of government ministries.
  • Coordinate both academic and participatory action research based on the identified needs of the country / sector.
  • Provide a focal point where internal and external bodies can obtain an overview of the disability and rehabilitation sector.
  • Develop a comprehensive National Plan of Action for the disability and rehabilitation sector, founded on the Guiding Principles of the Task Force on Disability Issues and the ESCAP Decade of Disabled Persons document, and monitor and evaluate its progress.
