About DAC
The Disability Action Council (DAC) was established in 1997 as the national coordination and advisory mechanism on disability issues, and was stipulated in the Law on the Protection and the Promotion of the Rights of Persons with Disabilities, signed by His Majesty King Norodom Sihamoni of Cambodia on July 3, 2009.Vision
Individuals and society understand that people with disabilities have equal rights and obligations to those of all citizens of Cambodia. People with disabilities have equal opportunities to participate fully in society, free from physical, social and economic barriers.Mission
DAC promotes, coordinates, and strengthens the capacity of its affiliated members to initiate and secure the rights and service necessary for people with disabilities.The DAC carries out the following duties
- To provide technical advice on disability and rehabilitation issues;
- To assist the relevant ministries, institutions and organizations in developing policies, national plans and strategies related to disability and rehabilitation;
- To promote the implementation of policies, laws and other regulations related to disability and rehabilitation issues;
- To propose revisions, additional completion or amendment of policies laws or other regulations related to disability issues;
- To monitor and evaluate the implementation of policies, national plans, laws and regulations related to disability issues;
- To communicate with national and international communities in order to exchange experiences and mobilize resources from both internal and external sources.
International Focal Point
Founded in 1997, Disability Action Council Secretariat (DAC) is the national coordination and advisory
mechanism on disability issues. Furthermore, DAC is the international focal point of Rehabilitation
International (RI), Korean Society for Rehabilitation of Persons with Disabilities (KSRPD), Asia-
Pacific Development Center on Disability, academics, researchers and service providers to improve
international relation on disability issues and build the capacity.
