The DAC Secretariat has officially functioned since September 1998 under the phase I, II and phase III funding provided by USAID/Leahy War Victims Fund. However, from the phase I, it has already started planning as a part for the continuity and sustainability of the DAC Secretariat for after this period in order to provide administrative and technical support services to its Committees, Working Groups as well as its affiliated member organizations.
It has been recommended that DAC affiliated members be kindly asked to contribute a yearly financial commitment to the DAC Secretariat that would be regarded as a membership subscription for the purpose as described above.
1. Categories of Membership Subscription
Based on recommendation/decision made by the DAC Executive Board and General DAC Meeting on March 09, 2000, a membership fee arrangement has been adopted for the following categories.A. For International Organizations
The Annual Membership Fee is suggested to be 0.1% (zero point one percentage) of the annual total budget of the organization, i.e. annual budget of US$ 1,000,000.00 would be US$ 1,000.00, with a ceiling of US$ 2,000.00 starting from this year, 2000.B. For Local Organizations
The Annual Membership Fee is suggested to be 0.05% (zero point zero five percentage) of the annual total budget of the organization, i.e. annual budget of US$ 1,000,000.00 would be US$ 500.00, starting from this year, 2000.C. For Observers
Two categories are considered as following:- For organizations who may want to be 'Permanent' Observers, a yearly fee is requested to be paid. This category's Fee is suggested at USD 180.00 (one hundred eighty US dollars) for local NGOs and USD 360.00 (three hundred sixty US dollars) for international NGOs per year.
- For organizations who will use observer status as outturned (trial period), a monthly or three-monthly fee is needed to be paid for a three-month period. This category's Fee is suggested at USD 20.00 (twenty US dollars) for local NGOs and at USD 40.00 (Fourty US dollars) for international NGOs per month.
Observers are those organizations in the process of joining the DAC or those wishing to receive DAC newsletters or other appropriate assistance. During the observer period, Observers receive equal benefits from the DAC as others except voting rights. Observers must complete membership requirements and come for vote at the appropriate time or repeat the process. (Exceptions can be made on a case to case basis or when DAC is unable to complete the process)
2. Benefits gain from being a member of DAC
- Members will receive coordination, facilitation, networking and administrative and technical support services 'as appropriate' from the DAC Secretariat.
- Members will receive an appropriate technical assistance and support in project planning, the development of project proposal and directions/advice to potential donors for funding depending on available resources within the DAC Secretariat.
- Members will receive letter of recommendation to support their appropriate project proposals for submission to donors and their project proposals can also be put on the DAC web-site for donor interests.
- Members shall have ready access to all general information/data related to disability issues kept on file at the DAC Secretariat.
- Members will receive the quarterly DAC Newsletters, documents and copies of publications and reports although in the future a nominal charge put on some DAC research reports and studies to help to finance publication costs.
- Members will have the rights to raise issues, provide comments, and offer recommendations on all matters relevant to the activities and operation of the DAC.
- Member organizations will receive voting rights in decision making on their committees or working groups on every issue placed in the sub-sector they involved.
- Based on Article 2 of Prakas on Organization of DAC, the appropriate representatives of member organizations can be nominated for members on the Executive Board by the General DAC meeting.
