Income Generation Minutes Meeting in March 05, 2008
To facilitate and coordinate access to micro-credit, saving schemes and community based income generation for people with disabilities and their families.
Vision
The basic needs of people with disabilities and their families are better satisfied through quality of vocational training programs and understanding of economic environment to increase their income generating abilities and job placement.Goal
Increase sources of income generation for people with disabilities through skilled employment and business opportunities. In addition, increase skills and knowledge of people with disabilities to meet the market demand and to use these skills effectively in their daily lives.Micro-Credit
Overall Objective: More people with disabilities have access to sustainable micro-finance schemes from both existing and newly developed institutions.Objectives
- To form alliances with Micro Finance Institutions (MFIs), private and NGO money lenders (how many MFIs? When?)
- Activities:
- List of MFI in Cambodia;
- NGOs and private money lenders;
- Collect report on micro-finance or evaluation report of MFI;
- Invite potential MFIs to present their business operation in sub-committee meeting;
- To facilitate the development of a micro credit project.
- Activities:
- Update the Credit Policy of YODIFEE;
- Communicate with potential donors such as ADB and World Bank/IMF for funding;
- Set up working procedure for operating micro-credit project;
- To monitor and evaluate the operation of micro credit project.
- Activities:
- Monitor the business operation of a firm assigned to implement micro-credit project (read their report, field check,…etc)
Community Based Income Generating
Objectives
To promote and coordinate the development of community based Income Generating programs (including Success Case Replication Method) for people with disabilities and their families.- Activities:
- Proposal writing skill training;
- Monitoring and evaluation skills training;
- Facilitate and coordinate with ILO-APPT and other relevant stakeholders;
Roles and responsibilities of the sub-committee:
- To act as a clearing house for the dissemination of information about new and existing services, resources and activities, including income generation for people with disabilities nationally;
- To report on member's own work related to people with disabilities in income generation and job placement services;
- To act as a resource base to other organizations seeking technical assistance on income generating for people with disabilities;
- To participate in an advisory capacity on policy development relating to the mainstreaming people with disabilities in income generation and society;
- Provide technical support to NGO operators in implementing activities related to micro-credit and saving schemes and community based income generating;
Sub-Committee management
- The Sub-Committee will work as a team facilitated by the Chairperson with assistance from the DAC Secretariat facilitator;
- The position of Chairperson is decided upon by a majority of votes by Committee members;
- This position is held for a period of six months??
- Meetings will be held once per month??
- Decision making is based on the majority of Committee members;
- The minute taker will be chosen on a rotation basis, in alphabetical order of the organization represented;
- The meeting agenda date and venue will be determined by all members;
Roles of Chairperson:
- To chair monthly meetings;
- To collect ideas/comments for agendas in the meeting and agree the agenda with the DAC Secretariat facilitator;
- Represent the Sub-Committee in DAC general meetings and other meetings as requested;
- To monitor the implementation of the Sub-Committee action plan;
- To check minutes of meetings before they are sent to members;
- To be actively involved in planning Sub-Committee activities, for example, workshop planning;
Roles of Facilitator
- Act as secretary to prepare the meeting agenda, sending out minutes, invitations for the sub-committee meetings, maintain documentation;
- Act as coordinator among and between stakeholder to prepare meeting, seminars, training and /or workshops and facilitate new initiatives;
- Act as coordinator for the implementation of the above activities through consultation with members, Ministries and relevant NGOs;
- Act as Liaison person and representative on behalf of the sub-committee and maintain the links among and between stakeholders;
Roles of Members
- Attend regular meetings, inform if unable to attend by send representative;
- Contribute documents, share knowledge and experiences;
- Give advice and contribute to decision making on topics raised;
- Initiate ideas and give comments for agenda items;
- Share progress reports on their organizational activities;
- Attend training, seminar and/or workshop if requested;
- Carry out the actions agreed in Committee meetings;
- Share information within their organizations and with other stakeholders;
- Take minutes of meetings and provide these to the DAC Secretariat facilitator;
