The landmine Victim Assistance Steering Committee (LVA SC) established in 2006 has as its principle aim the oversight of the development and subsequent implementation of a National Plan of Action for Victim Assistance sector (NPA-VA) following from the Zagreb process. The committee is comprised of the main national and international organizations and agencies working in the sector.
The DAC was appointed to be secretariat for the committee. It however lacks the capacity to follow up the necessary actors operating at national, provincial and regional levels, to ensure that the undertaking of developing the National Plan of Action is based on the consultative process, and to oversee the coordinating activities necessary to support its implementation.
LVA is collaborating with International NGOa and Local NGOs, Ministry of Social affairs Veteran and Youth (MoSVY), Cambodia Mine Action Assistance Authority (CMAA), Ministry of Health (MoH), Ministry of Education Youth and Sport (MoEYS), Disability Action Council (DAC), Cambodia Mine Action Center (CMAC), Australia Agency for International Development (AusAID), United Nations Children's Fund (UNICEF), American Red Cross (ARC), Cambodian Mine Vitim Information System(CMVIS) in aim at:- To oversee the project progress implementation and provide necessary feedback and comment to the project team.
- To provide necessary immediate feedback, comment and recommendation to the team for alignment purpose.
- To monitor and evaluate on activities implementation with the agreed timeframe.
- To approve of project expenses.
- Oversee the progress and implementation and provide necessary direction to the project team and/or working group.
- Members of LVA SC will actively participate in providing information and direction in their specific fields of expertise.
- Approve the Content/Output of the National Plan of Action (NPA)
Activities:
- National Plan of Action - Victim Assistant (NPA-VA) Steering Committee established in 2006.
- Assist Ministry of Social affairs Veteran and Youth (MoSVY) to develop the National Plan of Action.
- Assist Ministry of Social affairs Veteran and Youth (MoSVY) to represent Cambodia at States Parties Meetings.
- Assist Ministry of Social affairs Veteran and Youth (MoSVY) to develop proposal and fund raising.
Achievement from July 2007 to-date
- Established an office/Work space at DAC.
- Coordinated all NPA-VA activities.
- Collaborated with key stakeholders for collection of information and input.
- Visited the provinces and Phnom Penh to speak with Key stakeholders.
- Collected all data and improve the plan at each stage- now at draft 3.
- Liaised with ARC, DAC, AusAID, MoSVY.
- Organized next Focus Group Discussions.
- Drafted NPA VA translated in Khmer version.
Move forward
- To organize a second round of the key focus group meetings on each Annex to:
- Collect all comments to include them into the draft National Plan of Action (NPA).
- Ensure all key stakeholders in Mine Action and Disability are represented in the National Plan of Action (NPA).
- Review all objectives and make them SMARTer.
- Develop the fourth draft of National Plan of Action (NPA).
- To meet with Geneva International Center for Humanity Demining GICHD and LVA steering committee to finalize the Draft (March 2008).
- To meet with Land Mine Victim Assistant (LVA) Steering committee to prepare draft National Plan of Action (NPA) to present at 9MSP.
- Once approved, the LVA will launch the dissemination workshop to present the NPA to relevant ministries, NGOs/INGOs partner and communities.
- To implement the NPA in collaboration with MoSVY and to monitor and evaluate the implementation process.
