Job Vacancy: Program Coordinator - Livelihoods

The DAC is seeking a suitably qualified Cambodian national for the position of Program Coordinator for Livelihoods. The Coordinator works closely with the Ministry of Social Affairs, Veterans and Youth Rehabilitation and the Ministry of Labour and Vocational Training, and with NGOs and disabled people’s organisations to increase income generation opportunities for all people with disabilities to reduce poverty and to ensure that disabled people can lead independent lives alongside others in society.

Principal tasks include
  1. Facilitating coordinated planning, development, monitoring, evaluation and reporting of programs for income generation for people with disabilities;
  2. Facilitating an exchange of information, skills, knowledge and experience between stakeholders working on vocational training, income generation and poverty reduction for people with disabilities;
  3. Contributing to reviews of current service provision and practice in income generation for people with disabilities;
  4. Contributing to DAC information and awareness raising activity including annual report, reports to donors, newsletters, website, information days and events;
  5. Representing the DAC at local, national and international forums and meetings as required.
Job Requirements
  • At least 3 years experience in relevant project and/or program management;
  • Degree level qualification in business, development, social science, public policy or related subject;
  • Good spoken and written English;
  • Excellent two-way communication skills to a range of audiences;
  • High level of computer literacy and knowledge of Microsoft Office programs;
  • A commitment to addressing the needs of people with disabilities;
  • Good knowledge and experience of working with Government;
  • Knowledge of donor agencies and their requirements and expectations;
  • Ability to produce quality work under pressure;
  • Proven experience as a capacity builder or in training delivery;
  • Ability and willingness to work proactively as a team leader and team member;

Program Coordinator for Livelihood and PRSP

  • Responsible for: May have supervisory responsibility for DAC or seconded project staff and/or volunteers
  • Place of work: DAC office, Phnom Penh with travel to provinces and elsewhere as appropriate
Scope of Job:

In addition to the specific tasks set out below, the Program Coordinator will provide professional and technical support to the DAC in support of its Vision and Objectives. The post requires flexibility and a multi-skilled approach to meeting the needs of people with disabilities.

A key role is working with service providers to avoid overlapping of services, to develop pilot projects and programmes and to develop, identify and promote good practice:
  • within sectoral areas, e.g. livelihoods, health, education;
  • across sectoral areas, e.g. services for children, the elderly, and;
  • in functional areas of disability, e.g. deafness, blindness, other physical disability and mental disability.
The post holder will be expected to contribute to any or all of these activities.

Although located within the livelihood for person with disability programme, the priorities of the DAC may require the post holder to work within or across other areas of DAC’s work.

The post holder will be expected to contribute to the development of the DAC as an organisation through full participation in Internal Staff Meetings, DAC membership meeting , Disability Sector Information Day, any tasks or activities agreed by these meetings and other relevant activities as requested by the Programme Manager or Executive Director.

The post holder will be expected to develop understanding of the role and functions of the DAC and uphold its cultural values. The post holder will be expected to promote the Vision, Objectives and cultural values of the DAC when dealing with external organisations.

Principal Tasks:

The principal tasks for the post include, but are not limited to:
  • Managing the planning, development, monitoring, evaluation and reporting of sectoral and cross-sectoral programs relating to livelihood and poverty reduction strategies for persons with disabilities;
  • Facilitating regular Vocational Training, Income Generation and Job Placement Committee and Sub-Committee meetings in line with the DAC Committee Quality Standards;
  • Developing and maintaining accurate and up-to-date knowledge and information about the activities of DAC members and other organisations who are working to promote the vocational training , job placement and poverty reduction strategies for persons with disabilities;
  • Facilitating an exchange of information, skills, knowledge and experience between stakeholders working with and for person with disabilities;
  • Working with the Ministry of Social Affair, Veterans and Youth Rehabilitation s (MoSVY) and other ministries on the development and implementation of national policy to ensure their policies and practices reflect the rights and needs of persons with disabilities;
  • Working with MoSVY, NGO members and partner organisations to identify capacity building needs and opportunities and participating as a capacity developer in DAC supported programs;
  • Working with the MoSVY, Ministry of Labour and Vocational Training, the National Institute of Statistics and other government agencies on collection and analysis of information concerning persons with disabilities;
  • Supporting working groups of representatives of DAC members and others to complete specific tasks and projects;
  • Contributing to reviews of the suitability and appropriateness of service provision by both existing and potential service providers;
  • Producing monthly activity and progress reports based on agreed plans and objectives;
  • Contributing to DAC information and awareness raising activity including annual report, reports to donors, newsletters, website, information days and events including International Day of Disabled Persons;
  • Contributing to the preparation of DAC strategic plans, work plans and project funding proposals;
  • Representing the DAC at local, national and international forums and meetings as required.
The post holder’s tasks and responsibilities will be reviewed with the Programme Manager and/or Executive Director on a quarterly basis and an appraisal conducted at the end of each year. At each review, specific tasks will be allocated as appropriate and performance targets set for each task; additional targets will be set for the post holder’s general performance and conduct.

Job Vacancy: Program Coordinator-Inclusive Education

The Disability Action Council (DAC) is the semi-autonomous national coordinating body of the disability sector. It seeks to coordinate the work of government ministries, development partners and non-government organisations in securing equal rights and opportunities for persons with disabilities, and acts as the national focal point on disability.

The DAC is seeking a suitably qualified Cambodian national for the position of Program Coordinator for Inclusive Education.
