Consultative Workshop on Disability and Development Policies Production of a Joint statement for Disability sector

1. Introduction/ context of the project
The National Strategic Development Plan makes little reference to disability issues. Until the beginning of the project on disability and PRS (Poverty Reduction Strategy), people with disabilities and their organizations did not participate in the NSDP process, and they themselves were not aware of the NSDP. The focal point for civil society in the NSDP process is the NGO Forum on Cambodia, which is responsible for coordinating the links between government and civil society and compiles an annual monitoring report on NSDP implementation.

Mainstreaming disability in development plans/ policies is a new- derived project from the Making PRSP Inclusive project which was implemented since 2006. It is a project with national and local Cambodian disabled people’s organizations raising disability inclusion as a cross-cutting human rights issue. The project was planned to be implemented in a three- year period starting from May 08. This multi-partners project will target a wide network of mainstream and disability focused civil society organizations, international agencies and semi-governmental entities, Human Rights and Poverty focus organizations, as well as government officials. Leaded by a committee of DPOs and supported by main local actors on disability, project will be implemented both at national level (researches, workshops, technical advise, advocacy, National and Sectoral policies inclusion, networking, communication,) and at local level (researches - monitoring, training of DPOs, small grants calls, seminars, technical support).

The overall aim of the project is that people with disabilities are acknowledged as full citizens with equal rights, and thus are participating and receiving a fair share in the development of Cambodia.

More specifically, the present intervention will have two objectives: #1 At national level, disability is mainstreamed in national development strategy plan (NSDP) and sectoral plans processes. #2 At local level, disability is mainstreamed in commune development plans (CDP) and actors in Kampong Speu/ Kampong Cham province.

2. Rationale for the workshop
The consultative meeting between donors and Cambodian government called CDCF (Cambodian Development Cooperation Forum) is held annually to discuss about development issues and donor commitments to Cambodia, and more specifically to monitor the implementation of the National Strategic Development Plan (NSDP) over the year of implementation. Civil society representatives are normally invited to join this meeting, and thus providing their own perspectives regarding the development monitoring in Cambodia. In preparation for NGOs position paper, all NGOs involving each sectoral issue such as education, health, employment, good governance, child rights, disability, and so on also need to provide inputs by producing its own sectoral statement to be included in a joint position paper. It is usually coordinated by 3 main NGOs representatives including NGO-Forum, CCC, and Medicam.

As it is a great opportunity for disability sector to express its own position and claims to this meeting, disability stakeholders are requested to participate in a joint working group in order to produce a statement on disability and NSDP. The statement will be used to influence donors government and other sectoral working groups for the inclusion of disability in their consideration, targets, and actions.

To facilitate this work, a workshop was planned to enable all key disability actors to express their concerns, problems and comments to the development and disability issues so far. Considering the timeframe for the preparation of the statement, the workshop will be organized on August 14, 2008.
3. Workshop Objectives
The objectives of the workshop will contribute to the overall objective of producing a joint statement on disability to be included in the NGOs position paper to the Government and donor consultative meeting, CDCF (Cambodian Development Cooperation Forum).
Thus, the main objectives of this workshop are detailed as below:
  • To promote an understanding of the National Strategic Development Plan (NSDP) and the involvement of disability sector before and after 2007
  • To collect inputs from disability actors involving different sectoral issues such as education, health, employment, legislation, gender…
  • To produce monitoring outputs on disability, in which the disability actors are able to indicate the progress or positive issues and problems/ difficulties / negative issues between 2007 and 2008.
4. Workshop Expectations:
The workshop aims at meeting the following expectations as below:
  • Understanding of the NSDP process, disability sector involvement before and after 2007, and Challenges ahead
  • Key sectoral issues (at least 5 sectors linked with disability) and monitoring outputs on disability are identified
  • Recommendations to improve disability situation in the determining sectors such as education, health, employment, legislation, …
  • A core team to write the joint statement and to represent it to other actors is identified
5. Participants:
The key persons including representatives of DPOs, and organizations working for disability sector will be invited to participate and make some relevant presentation in this workshop. The participants will be honorably invited or given opportunities to express their opinion, concerns and comments towards the target issues of the workshop.

The maximum number of participants is about 45. The proposed participants from various operating sections are enclosed in the attached list.

6. Methodology:
To achieve the set objectives and reach the expectation, methodology to facilitate the workshop is the use of participatory techniques. Through this technique, the workshop aims at promoting as much active engagements as possible by participants. Along with the invitations, some boxes on the target issues to be discussed in the workshop and some informative documents will be provided in advance. Some presentations on the main relevant issues are needed from resource persons. In addition, the workshop will be followed by group discussions according to the tools and guidelines given by the coordination team. One of the interesting discussions amongst the groups would be about the determining disability issues linked with several sectors such as education, health, employment, legislation, and gender. Also, an instruction leading to the discussion on the outputs of the disability monitoring will be provided.

All presentations will be delivered in national language (Khmer) due to the majority of Khmer speaking participants.
