July 31, 2009 On-air talk about the policy on Education for Children with Disabilities "Work together to promote the Inclusive Education"
On-air talk about the Policy on Education for Children with Disabilities "Work together to promote the Inclusive Education" was organized by FR 106.5 MHz. The guest speakers were from Disability Action Council and Ministry of Education Youth and Sport. The talk program aimed to talk on the progress made toward the Inclusive Education for Children with Disabilities, as well as the challenges for the education for Children with Disabilities (CWD) in the radio of talk program of CDPO.
The ministry indicated the objectives of the Policy on Education for CWD, which has 6 dimensions to ensure the inclusion of CWD into the education system. On top of that, the Ministry also elaborated the positive progress made toward the education for CWD, like the development of the Teacher Training Manual on Inclusive Education for CWD, the finalization of the Master Plan on Education for CWD, Education Management Information System, good collaboration amongst NGOs working to provide education to CWD and so on and so forth.
The Education Program brought a lot of updates about the achievements under the strong efforts and contributions of DAC such as: the Law on Protection and Promotion on the Rights of Persons with Disabilities, the National Plan of Action for Persons with Disabilities including Landmine/ ERW Survivors, Policy on Education for CWD, Master Plan of IE for CWD, the NGO map development, and the development of Inclusive Material and Media (T.V and Radio spots). In the meanwhile, the Education Program also raised the education-related barriers for CWD such as: social attitudes with a sense of discrimination, lack of capacity of teachers, lack of instructional materials, and lack of social services.
In the final place, the Education Program made some recommendations directing to both stakeholders and communities as follows:- Parents or guardians provide CWD the same educational opportunity as their non-disabled children
- Ministry in charge of education improves teacher's capacity through training on Special Education at PTTC and RPTTC for pre-service teachers and for in-service teachers through direct training in schools.
- Other NGOs in the disability sector should consider extending their operation in the provinces with no disability NGOs like Pailen, Rattanakiri, Mondulkiri, Koh Kong, etc.
