Recommendation from participants at National Awareness-raising Workshop on the
Convention on the Rights of Persons with Disabilities and its Optional Protocol
Thursday, 13 March 2008, Cambodiana Hotel, Phnom Penh
Article 25: Health
Responsible Ministry: Ministry of Health
Actions respond to article 25 of MOH:
- Exception of health services to the poor and people with disabilities
- Provide outreach activities to prevention illness and disabilities
- Provides health equity fund and health insurance
- Nutrition program to communities to prevent disabilities

NGOs Recommendation:
- Develop effective evaluation monitoring and evaluation mechanism to monitor its existing policies (Exception, health equity fund…etc to avoid discrimination and corruption)
- To increase health staff salary to encourage them to provide good health services with no corruption and discrimination for the poor and people with disabilities
- To coordinate with Ministry of Public Affairs and Transport in issuing Driving License to people with disabilities
- MoH should take serious actions on the exception of health fee
Article 9: Accessibilities
Responsible Ministry: Ministry of Public Affairs and Transport
NGOs Recommendation:
- MoSVY and MoPAT with coordination of DAC will update the exiting Accessibility Guideline of DAC (developed in 2001)
- To form an Inter-ministerial working group to discuss on accessibilities of people with disabilities
- Accessibilities should not only on physical accessibilities but access to services and information
- All the streets in Phnom Penh should have a space for people with disabilities for travel, especially for wheelchair users
- Should form a National Accessibility Committee (Should high level people from the government such as H.E Sar Kheng who has power to manage and provide guidance all 24 government officials include local authorities to mainstreaming people with disabilities)
Article 24: Education
Responsible Ministry: Ministry of Education, Youth and Sports
Actions respond to article 24 of MoEYS:
- Policy of Child Friendly School (included Inclusive Education)
- Policy on Children with Disabilities
- Education for All
NGOs Recommendation:
- All school building including toilets (public and private) should accessible by people with disabilities
- MoEYS should consider to include servers people with disabilities in their education programs/plans
- In all public school should at least has a class for intellectual disabled children
- Leadership of MoEYS should meet with MoH for early identification, DAC could coordinate for this meeting
- Update the Policy of recruiting teacher by giving priority to people with disabilities become a public school teachers
- Please MoEYS makes sure that there is free of education service provides to children (because of the low salary of teachers and corruption makes teachers charge some unofficial fee from students)
- Give priority to people with disabilities sit in the front row of table in the classroom
- Provide scholarship to the poor people with disabilities to access higher education
Article 27: Employment
Responsible Ministry: Ministry of Labor and Vocational Training
Actions respond to article 27 of MoLVT:
- Joint to implement the Law on Protect and Promote the Rights of people with disabilities especially in recruitment quota
- All its 40 training centers open for all people including people with disabilities
- If the number of graduated people with disabilities available, MoLVT will forward it to any employers
NGOs Recommendation:
- Give priority to people with disabilities to access the training center managed by MoLVT
- Should a report on number of people with disabilities graduated from those 40 training centers available for other ministries, NGOs and private employers
- Should mainstreaming people with disabilities in their training and employment plan
General Recommendations:
- All government ministries should have a responsible office or department for people with disabilities or disability sector
- All government ministries should have good coordination and collaboration to support each others including mainstreaming people with disabilities
- Increase national budget for disability and rehabilitation sector
