Strategic Plan for 2005 to 2008

Introduction

This Strategic Plan updates DAC's previous one which covered the period 2002 - 2005. This Strategic Plan will be supported and implemented through a detailed three year Action Plan which will cover the full range of DAC's existing and proposed activities such as medical and physical rehabilitation, vocational training, income generation and services for the deaf. The Action Plan will be amended to take account of the findings of the proposed review of the Strategic Directions for the Disability and Rehabilitation Sector in Cambodia (SDDR) set out under Objective 1 below, since the outcome of this review could have a significant impact on DAC's activities.

The Plan has been prepared by the DAC Secretariat in consultation with DAC member organizations and other stakeholders, including the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY). It has taken full account of MoSVY's own Strategic Plan, published during 2005.

DAC has gone through difficulties since 2002, particularly with its protracted restructuring. Nevertheless, it has continued to make significant contributions to meeting the needs of people with disability in Cambodia. It has also continued to ensure that the Royal Government of Cambodia and other disability stakeholders in the country are aware of international developments in disability, commit to meeting targets set in international binding and non-binding legal instruments and have the capacity to meet those targets. A summary of progress with and achievements of the Strategic Plan 2002-05 is attached as an Appendix.

The major strength of DAC lies in its structure, bringing together as members representatives of government and NGOs, both national and international, supported by a committed and knowledgeable Board representing those members and the dedicated professional staff of its Secretariat. This Strategic Plan is intended to build on those strengths and strengthen them further.

To address its Vision and implement its Mission Statement during 2005 - 2008, DAC has adopted three Priorities. Eight objectives, and their associated major activities in which DAC - particularly its Secretariat - will play a lead role, have been identified that will address those priorities during the period. These will be supplemented by a detailed Action Plan setting out tasks to be undertaken, their anticipated outcomes, resources required (including identification of the source of those resources) and timetable.
The three Priorities are:
Priority I:
Developing the social, legislative and educational infrastructure required to meet the needs of people with disability and promoting mainstreaming of disability;
Priority II:
Developing the capacity and effectiveness of all institutions operating in the disability sector
Priority III:
Developing the knowledge base of all disability stakeholders in Cambodia. The eight Objectives and the major activities associated with them are set out below. A number of the objectives are cross-cutting and address more than one of the Priorities:
Objective 1- Establish and implement a National Plan of Action on Disability and Rehabilitation (Priorities I, II and III)
Activity 1.1 - Review progress with implementation of the SDDR;
Activity 1.2 - Update the SDDR to form a National Disability Action Plan (NDPA), ensuring it addresses the objectives of the Biwako Declaration and other international conventions to which the Royal Government of Cambodia has committed and MoSVY's Strategic Plan;
Activity 1.3 - Agree responsibility for and programmes for implementation of NDPA; and
Activity 1.3 - Establish mechanisms for and carry out monitoring and evaluation of progress with the NDPA.
Objective 2 - Legislation to address the needs of people with disability is adopted and implemented (Priority I)
Activity 2.1 - Assist MoSVY as required in ensuring legislation is approved by the National Assembly;
Activity 2.2 - Assist MoSVY and other Ministries in preparing supporting documentation, regulations and sub-legislation to enable the legislation to be implemented;
Activity - Raise awareness of the implications of the legislation with DAC members, civil society, business and other organisations within Cambodia and international agencies; and
Activity 2.4 - Assist the Cambodian Disabled People's Organisation (CDPO) in raising awareness of the legislation and its implications with organisations of and individual people with disability.
Objective 3 - Establish a national disability database within MoSVY ( Priorities I, II and III)
Activity 3.1 - Prepare specification for content of database and links with other databases;
Activity 3.2 - Prepare Terms of Reference for development, implementation and continuing maintenance of database; and
Activity 3.3 - Coordinate and facilitate the identification of resources for development and establishment of database
Objective 4 - Coordinate mine victim assistance on behalf of CMAA (Priority II)
Activity 4.1 - Collect, collate and provide information on victim assistance;
Activity 4.2 - Coordinate and facilitate victim assistance activities;
Activity 4.3 - Assist CMAA and government to take full responsibility for victim assistance as required by the Ottawa Convention; and
Activity 4.4 - Coordinate and facilitate the identification of resources to support victim assistance projects.
Objective 5 - Develop organisational/institutional capacity within the DAC Secretariat, within DAC member organisations and within partner institutions including government departments (Priority II)
Activity 5.1 - Review DAC Secretariat development needs in light of the revised strategic plan and develop an implementation plan to meet those needs;
Activity 5.2 - Review terms of reference, work programmes and working methods for existing DAC Committees and Working Groups;
Activity 5.3 - Identify the need for new DAC Committees and Working Groups and prepare their terms of reference and work programmes;
Activity 5.4 - Identify long-term, sustainable funding sources for DAC in light of the revised strategic plan and the NDPA to be established under Objective 1
Activity 5.5 - Identify disability sector development and capacity building needs in relation to the NDPA
Activity 5.6 - Support MoSVY in its efforts to implement its own strategic plan and develop its capacity to meet the needs of the disability sector.
Objective 6 - Develop DAC as Cambodia's disability resource centre (Priority III)
Activity 6.1 - Organise DAC's existing information resources and identify requirements for updating, filling gaps and shortfalls and future sources of information
Activity 6.2 - Develop DAC's Management Information System with links to the national disability database to be established under Objective 3 and existing databases such as the Cambodian Mine Victim Information System (CMVIS) and the Cambodian Road Traffic Victim Information System (CRTAVIS);
Activity 6.3 - Work closely with MoSVY, the National Statistics Institute and other relevant bodies to ensure that information on disability is included in data collections or surveys wherever appropriate.
Objective 7 - Promote accessibility for people with disability (Priority I)
Activity 7.1 - Review existing standards and provision for accessibility for people with disability
Activity 7.2 - Prepare Terms of Reference and identify resources for a project to develop accessibility standards and guidelines appropriate to the Cambodian context development and implementation of accessibility appropriate to the Cambodian context;
Activity 7.3 - Prepare specification for construction of a purpose designed building for the DAC to be used as an exemplar for accessibility in Cambodia;
Activity 8.5 - Seek donor funding for construction of a purpose designed building for the DAC on land to be made available by MoSVY.
Objective 8 - Promote education for children with disabilities (Priorities I and II)
Activity 8.1 - Develop capacity and performance of DAC members, Secretariat and partner organisations in meeting the educational needs of children with disability;
Activity 8.2 - Maintain a comprehensive overview of education for children with disability and contribute to the identification of their needs and the barriers and removal of those barriers at all levels in the education system;
Activity 8.3 - Contribute to the development of national education policies and programmes
Activity 8.4 - Prove advice and recommendations on disability to mainstream education stakeholders
Activity 8.5 - Develop a model child protection policy for use with children with disabilities in the education sector in particular and the disability sector in general
