Introduction
This Strategic Plan updates DAC's previous one which covered the period 2002 - 2005. This Strategic Plan will be supported and implemented through a detailed three year Action Plan which will cover the full range of DAC's existing and proposed activities such as medical and physical rehabilitation, vocational training, income generation and services for the deaf. The Action Plan will be amended to take account of the findings of the proposed review of the Strategic Directions for the Disability and Rehabilitation Sector in Cambodia (SDDR) set out under Objective 1 below, since the outcome of this review could have a significant impact on DAC's activities.The Plan has been prepared by the DAC Secretariat in consultation with DAC member organisations and other stakeholders, including the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY). It has taken full account of MoSVY's own Strategic Plan, published during 2005.
DAC has gone through difficulties since 2002, particularly with its protracted restructuring. Nevertheless, it has continued to make significant contributions to meeting the needs of people with disability in Cambodia. It has also continued to ensure that the Royal Government of Cambodia and other disability stakeholders in the country are aware of international developments in disability, commit to meeting targets set in international binding and non-binding legal instruments and have the capacity to meet those targets. A summary of progress with and achievements of the Strategic Plan 2002-05 is attached as an Appendix.The major strength of DAC lies in its structure, bringing together as members representatives of government and NGOs, both national and international, supported by a committed and knowledgeable Board representing those members and the dedicated professional staff of its Secretariat. This Strategic Plan is intended to build on those strengths and strengthen them further.
